Water and moisture are pervasive in our modern life. Understanding where
water is and what is it doing in a complex system, is often vital for industry
and applications. Electrical and electromagnetic measurement methods are
eminently suited to the study of water because of its strong dipole moment. By
the same token manipulating water in terms of dielectrophoretic effects, direct
electromagnetic interaction and other modalities, promises exciting new
avenues. The International Conference on Electromagnetic Wave Interaction with
Water and Moist Substances of the International Society for Electromagnetic
Aquametry (ISEMA) is the international platform to bring together researchers
and developers of innovative electromagnetic measurement, manipulation and analysis
methods from various disciplines to exchange experiences, to cross fertilize
new ideas. For the first time the ISEMA meeting will be in cooperation with the
Dielectric and Electrostatics group of IOP, in what promises to be an exciting
